On November 30, 2025, the "2025 Tianfu Carbon Neutrality Forum", hosted by Tianfu Yongxing Laboratory (hereinafter referred to as "the Laboratory"), opened ceremoniously at the Tianfu International Convention Center in Chengdu. Under the theme of "Accelerating the Implementation of Green and Low-Carbon Actions and Embarking on a New Journey to Address Climate Change", the forum brought together government officials, academicians, experts, and industry representatives to jointly explore the path for green and low-carbon development and to map out a blueprint for achieving the goals of carbon peaking and carbon neutrality. Participants included Liu Zhenmin, China's Special Envoy on Climate Change; Lu Songming, Secretary of the Party Leadership Group and Director of the Science & Technology Department of Sichuan Province; Du Jinyou, Deputy Secretary-General of the People's Government of Chengdu Municipality; and Chen Lizhang, Deputy Secretary of the Sichuan Tianfu New Area Party Working Committee and Director of the Sichuan Tianfu New Area Administrative Committee.

The forum adopted a "main forum + parallel sub-forums" format, featuring 1 main forum and 8 themed sub-forums. Focusing on cutting-edge science and technology for carbon neutrality, policy mechanisms, and industrial practices, it aimed to promote the high-quality development of the green and low-carbon industry. Fifteen Chinese and international academicians participated, including academicians of the Chinese Academy of Engineering Wang Jinnan, He Kebin, Jiang Yi, Wang Qi, Wang Hualin, and Zhang Jiujun, and member of Acatech-National Academy of Science and Engineering Lei Xianzhang. More than 1,000 participants attended the forum in person, including experts and scholars from universities and research institutes, industry association representatives, and enterprise representatives. The opening ceremony, keynote sessions, and roundtable forum were chaired respectively by Zhang Yuanhang, Academician of the Chinese Academy of Engineering and Director of the Laboratory; Wang Hualin, Academician of the Chinese Academy of Engineering and a member of the Academic Committee of the Laboratory; and He Kebin, Academician of the Chinese Academy of Engineering and Director of the Academic Committee of the Laboratory.
Special Envoy Liu Zhenmin, in his address, noted that in recent years, China has continuously accelerated low-carbon development and energy transition, establishing the world's largest and fastest-growing renewable energy system and building the largest and most complete new energy industry chain globally. The "three new" economy, represented by new industries, new forms of business, and new models, now accounts for more than 18% of China's GDP, making green and low-carbon development a defining feature of China's high-quality development. He expressed his expectation that experts, scholars, and industry professionals would engage in in-depth discussions on the path to achieving the goals of carbon peaking and carbon neutrality, innovation in green and low-carbon technologies, and achievement transformation, explore more effective strategies for addressing climate change, and generate more outcomes to advance the green and low-carbon transformation.
Director Lu Songming, in his remarks, stated that he hoped the forum would facilitate the implementation of a number of substantive cooperation projects, transforming Sichuan's advantages in clean energy, its foundation in green and low-carbon industries, and its innovation potential into strong momentum for achieving the goals of carbon peaking and carbon neutrality. Looking ahead, we will further optimize the innovation environment, improve the policy framework, and foster an open, inclusive, and dynamic innovation ecosystem with the goal of building Sichuan into a nationally important source of advanced green and low-carbon technological innovation. Efforts will be made to deliver a number of landmark achievements and proprietary intellectual property rights, promote deep integration of the innovation chain, industry chain, capital chain, and talent chain, and inject strong green momentum into Sichuan's high-quality development.
Director Chen Lizhang stated that under the guidance of the carbon peaking and carbon neutrality strategy, Sichuan Tianfu New Area, as a national pilot and innovation base for practicing the principle that lucid waters and lush mountains are invaluable assets, is taking the development of Tianfu Yongxing Laboratory as a driving force to vigorously foster green and low-carbon industries. Attention will be paid to continuously advancing carbon reduction, pollution mitigation, enhancement of green coverage, and efficiency improvement, while accelerating the establishment of a green and low-carbon industrial system and a technological innovation system. Sichuan Tianfu New Area will fully apply the outcomes of this exchange and mutual learning, continue to strengthen policy support, promote pilot and demonstration programs, and enhance science and technology services, thus striving to demonstrate greater responsibility and make greater contributions in serving the national strategy of carbon peaking and carbon neutrality.
Consensus among Experts and Luminaries: Embarking on a New Green Journey
Wang Jinnan, Academician of the Chinese Academy of Engineering, President of the Council of Chinese Society for Environmental Sciences, and a member of the Academic Committee of the Laboratory, delivered a keynote speech entitled Accelerating the Establishment of a Green Design System to Comprehensively Advance Green and Low-carbon Transformation. He emphasized that green and sustainable development constitutes the core solution to environmental crises, resource depletion, and social imbalances arising since industrialization, while the "vision for humanity" represents the ultimate goal of this development path, namely, the creation of a shared future characterized by ecological security, economic prosperity, social equity, and inter-generational harmony. Instead of being independent of each other, green design serves as the "path" toward realizing the vision for humanity, while the vision for humanity provides the "direction" for green development. Together, they form a renewed reflection and aspirational blueprint for the relationship between humanity and the Earth.
Cheng Yufeng, Fellow of the Academy of Science of the Royal Society of Canada and the Canadian Academy of Engineering, delivered an in-depth analysis titled Integrated Analysis of Hydrogen Production and CCUS Technologies: Pipeline Transportation and Storage. He noted that hydrogen energy (fuel) would be a critical component of future energy systems. Integrating fossil-based "gray hydrogen" production with CCUS technologies can achieve carbon reduction and enable the production of "blue hydrogen". H2 and CO2 pipelines constitute essential infrastructure for interconnected energy systems, laying the foundation for cross-regional transmission and industrial clustering. The deep integration of hydrogen energy and CCUS will drive the global energy system toward a net-zero future through joint efforts in technological innovation, economic incentives, policy coordination, and strategic planning.
During the roundtable discussion, participants engaged in in-depth discussions on the theme of "Carbon Footprint and Green Trade", and jointly explored the path for policy alignment, standards development, and international cooperation, including Wang Hualin, Academician of the Chinese Academy of Engineering, a member of the Academic Committee of the Laboratory, and Dean of the School of Resources and Environmental Engineering at East China University of Science and Technology; Wang Jianxin, Vice President and Executive Secretary-General of the China Battery Industry Association; Deng Chao, Deputy Secretary of the Party Committee of Sichuan Energy Development Group Co., Ltd.; Li Xuantong, Deputy Director-General of Chengdu Customs District P. R. China; Tian Jinping, Research Fellow at the School of Environment, Tsinghua University and Deputy Secretary-General of the Carbon Footprint Industry Alliance; and Xing Guoqiang, Chief Technology Officer of PV at Tongwei Co., Ltd. and Director of the Technology Center of Tongwei Solar (Chengdu) Co., Ltd.
Establishment of the Industrial Collaborative Innovation Center: Strengthening the Connection between Research and Industry
At the opening ceremony, the Industrial Collaborative Innovation Center of the Laboratory was officially inaugurated, and on-site signing ceremony was held with the first batch of resident enterprises. Guided by the principles of "openness, sharing, and co-creation", the Industrial Collaborative Innovation Center will actively connect leading industry players with investment institutions, integrate key technological achievements, and match them with market needs while delivering technologies to the industry. It is committed to serving as an effective intermediary between scientific research and industrial application by providing comprehensive support to research teams. The Industrial Collaborative Innovation Center aims to become the "last mile" from technology to market, offering a robust intermediate testing platform for the scaling-up, validation, and productization of the Laboratory's achievements, and providing incubation and growth support for small and micro enterprises entering pilot production, thereby truly advancing industrial development. It will also serve as a vital pillar for the Laboratory's development, realizing the value of scientific research through industrialization while, in turn, stimulating further research and opening up new directions for scientific inquiry.
Professor Liang Bin, Co-Executive Director of the Laboratory, noted that the establishment of the Industrial Collaborative Innovation Center marks a crucial step in the implementation of green and low-carbon initiatives. By transforming a batch of achievements and incubating a batch of enterprises, we support the cluster-based development of regional green and low-carbon industries. We sincerely invite global partners to join us, applying our flexible and efficient mechanisms to jointly transform the "Land of Abundance" into an internationally influential hub for green and low-carbon industrial innovation.
At the opening ceremony, the Laboratory also signed strategic cooperation framework agreements with relevant enterprises to carry out in-depth collaboration in industrial implementation, scientific and technological cooperation, and achievement transformation, jointly fostering an innovation ecosystem that integrates industry, academia, research, and application.
Release of Ten Outstanding Typical Cases: Highlighting Three Key Directions
To support the high-quality development of Sichuan's green and low-carbon industries, the Laboratory launched the signature initiative "Tianfu Carbon Neutrality Innovation Action". At the opening ceremony, it released the "2025 Exemplary Projects for Technological Innovation in Carbon Neutrality".
The 26 exemplary projects unveiled cover technological achievements, engineering applications, and capacity-building efforts in Sichuan's green and low-carbon sector, reflecting the collective wisdom of the province's scientific and industrial communities. Characterized by strong innovation content, broad coverage, and significant demonstration value, the projects include 10 outstanding typical cases: Key Technologies for Low-carbon Blast Furnace Smelting with High Pellet Ratios of Vanadium-titanium Ore; Zero-carbon Expressway Demonstration Project Based on a DC-coupled Integrated System of "Wind, Solar, Storage, Electricity, Heat, and Hydrogen"; Resource-oriented Conversion and Utilization of Trifluoromethane, a Precursor to High Global Warming Potential Climate Pollutants Controlled under International Conventions; Urban-level Green Smart Virtual Power Plant Technologies and Applications; Space-air-ground Integrated Ecosystem Carbon Sink Resource Asset Management Platform; Pilot Project for a Zero-carbon Smart Logistics Park at a Logistics Hub in Northeast Sichuan; Full Life-cycle Carbon Neutrality Innovation Competition Supporting the Co-construction of the WebLCA Open Database Platform; Interface-free Composite Insulator Technology Driven by Novel Rigid Electrical Materials; Sichuan Provincial Carbon Emissions Monitoring and Analysis Service Platform Based on Multi-dimensional, Integrated Energy Data Elements; and Construction of a Carbon Accounting System and Demonstration Application at the Tianfu Yongxing Laboratory Park Construction Project (Phase I) Site.
Deep Cultivation of Niche Markets: Addressing Transformation Challenges through Multi-dimensional Strategies
In addition to the main forum, 8 parallel sub-forums were held concurrently, covering a wide range of frontier topics, including incremental opportunities from large-scale new energy development in Southwest China; resource-based carbon neutrality and climate change; reduction of pollution and carbon emissions and ecological carbon sequestration; zero-carbon buildings and urban-rural energy transformation; efficient carbon capture and utilization technologies; integrated coupling for carbon neutrality and zero-carbon industrial parks; and supply-demand matchmaking for achievement transformation and the construction of a green industrial ecosystem. Participants engaged in multi-dimensional discussions spanning policy, technology, and industry sectors, contributing insights and solutions to advance green transformation of traditional industries and promote the carbon peaking and carbon neutrality through scientific and technological innovation.
The successful hosting of the forum was not only a convergence of ideas and an exchange of wisdom, but also a mobilization for action and a deepening of cooperation. As a key strategic pillar in China's green and low-carbon development landscape, Tianfu Yongxing Laboratory further demonstrated its mission and responsibility as a high-level innovation platform through this forum. At present, the Laboratory is actively strengthening the full innovation chain from "basic research" to "technological breakthroughs" and onward to "industrial application", providing solid scientific and technological support and systematic solutions for Sichuan and the country to explore the path toward green transformation. Looking ahead, the insights gained and partnerships forged here will continue to be transformed into new green engines driving high-quality development, helping China advance steadily and far on its journey toward global sustainable development.
