The Forum on "Carbon Emissions Peak and Neutrality" Led by Science and Technology was held as one of the key events of the Second Belt and Road Conference on Science and Technology Exchange in Chengdu on June 12, 2025. During the forum, the Administrative Center for China's Agenda 21 officially published the List of Sustainable Development Technologies for Belt and Road Countries (2025) (hereinafter referred to as the "List of Technologies"). Compiled under the joint initiative of the Ministry of Science and Technology and the National Natural Science Foundation of China, the List of Technologies encompasses 417 sustainable development technologies across multiple fields, including AI-enabled sustainable development, environmental protection and ecological restoration, green buildings and smart cities, and low-carbon transportation and intelligent mobility. It provides systematic solutions for Belt and Road countries to address climate change and achieve sustainable development. Four innovative achievements from Tianfu Yongxing Laboratory were successfully included in the List of Technologies.

Overview of the Achievements from the Laboratory
CO₂ Capture from Flue Gas via Solid Waste Mineralization and Co-production of High-value Building Aggregates
Co-developed with Sichuan University, this achievement focuses on the research of cost-effective, high-yield, market-viable, and environmentally friendly technologies for CO₂ mineralization using solid waste to produce building aggregates. The key equipment is the "CO₂ Mineralization Reaction System for Co-producing High-value Building Materials". Based on the "14th Five-Year Plan" National Key R&D Program project-"Key Technologies and Industrial Demonstration for CO₂ Capture from Flue Gas via Solid Waste Mineralization and Co-production of Building Aggregates"-led by Sichuan University, this achievement developed novel and efficient reaction equipment specifically designed for CO₂ mineralization and capture at low partial pressures. It holds significant importance for the industrial-scale comprehensive utilization of coal ash, coal slag, and CO₂.
Low-carbon "Vehicle-Responsive Lighting" Control System for Highway Tunnels
Co-developed with Sichuan Communication Surveying & Design Institute Co., Ltd. and Sichuan Jiutong Zhilu Technology Co., Ltd., this achievement addresses energy waste caused by unnecessary lighting in tunnels without traffic flow or in traffic-free sections, as well as over-lighting when vehicles are present. By detecting external brightness and traffic conditions in real time, the system automatically adjusts the brightness of individual lights or lighting zones, enabling precise and "vehicle-responsive" lighting control. This allows lights to operate at lower power during traffic-free periods, reducing the energy consumption and extending the lifespan of lights. The system is suitable for high-grade unidirectional highway tunnels, with greater energy-saving effects observed in tunnels with lower traffic volumes. Over 500 kilometers of tunnels in China have adopted this "vehicle-responsive" lighting control system.
Slope Reinforcement Technology Using Active Protection Net with Anchorage Blocks
Co-developed with Sichuan Communication Surveying & Design Institute Co., Ltd. and other entities, this achievement focuses on addressing the prevalent risks of shallow surface erosion and rockfall as well as deep-seated slope instability commonly found in high and steep fractured rock slopes in the mountainous regions of Southwest China. The key technology involves replacing traditional short anchor bolts with bearing block anchor cables at the nodes of active protection net structures. Compared with conventional active protection systems, this approach enables coordinated deformation at anchorage blocks, thereby providing effective reinforcement for both deep-seated and shallow surface slopes. The achievement is currently being marketed for large-scale application on mountainous national and provincial highways, expressways, and road reconstruction and expansion projects with relevant demands.
Shuxin Green Carbon Emission Accounting Platform
Co-developed with Sichuan Shuxin Lianchuang Technology Co., Ltd., this achievement addresses three major pain points in carbon emission accounting throughout the lifecycle of highway infrastructure: "ambiguous boundaries, fragmented data, and inconsistent standards". It innovatively establishes a precise carbon emission accounting system featuring "full-factor coverage and efficient and rapid feedback", resolving the challenges of accurate carbon emission accounting during highway construction and operation. As a pioneer in China, it enables precise carbon emission accounting during highway construction and operation, and accurately identifies key emission sources. Therefore, it facilitates targeted energy conservation and carbon reduction, effectively guides low-carbon route selection for projects, reduces lifecycle carbon emissions, provides data support for precise carbon reduction in highways, and contributes to the green and low-carbon transformation of the transportation industry.
