On June 12, 2025, the Forum on "Carbon Emissions Peak and Neutrality" Led by Science and Technology, hosted by the National Natural Science Foundation of China (NSFC) and organized by the NSFC's Bureau of International Cooperation, Administrative Center for China's Agenda 21, Shanghai Science and Technology Exchange Center, Sichuan University, Tianfu Yongxing Laboratory, and Sichuan Energy Internet Research Institute of Tsinghua University, successfully concluded at the Tianfu International Convention Center in Chengdu, Sichuan Province. As one of the key events of the Second Belt and Road Conference on Science and Technology Exchange, the forum, themed on "'Carbon Emissions Peak and Neutrality' Led by Science and Technology", brought together over 200 government officials, renowned experts, scholars, and industry leaders from more than 20 countries and international organizations to discuss pathways for green and low-carbon transformation.

Jiang Song, Member of the Party Leadership Group and Deputy Director of the NSFC, Li Wenqing, Vice Governor of the People's Government of Sichuan Province, and Xia Kejia, Deputy Secretary-General of the Shanghai Municipal People's Government, attended the forum and delivered remarks. Siddharth Chatterjee, UN Resident Coordinator in China, delivered a video address. Leading scholars, including He Kebin, Huang Zhen, Wang Qi, and Wang Hualin, Academicians of the Chinese Academy of Engineering; Eicke Weber and Lei Xianzhang, Members of the Acatech-National Academy of Science and Engineering; Evelina Slavcheva, President of the Bulgarian Academy of Sciences; and Mohd Talib Latif, Professor of the Academy of Sciences Malaysia, participated alongside representatives from Belt and Road countries. Fan Yingjie, Director of the NSFC's Bureau of International Cooperation, Huang Zhen and Wang Hualin, Academicians of the Chinese Academy of Engineering, and Liu Qingyou, Secretary of the Party Committee of Chengdu University of Technology, co-chaired the forum.
During the forum, a series of significant outcomes were published, injecting new momentum into the green transformation of Belt and Road countries. First, the Alliance of Belt and Road Low Carbon Technology Innovation and Cooperation was officially launched. Second, the List of Sustainable Development Technologies for Belt and Road Countries (2025) was published. Third, the Typical Cases of Belt and Road Carbon Neutrality Technological Innovation was released.
The forum featured keynote speeches, sharing of typical cases, and roundtable discussions. Eicke Weber, Member of the Acatech-National Academy of Science and Engineering, and He Kebin, Academician of the Chinese Academy of Engineering delivered speeches on topics such as "Intelligent Manufacturing in Advanced New Energy Industries" and "China's Technology Roadmap for Carbon Neutrality". During the sharing of international cooperation typical cases of Belt and Road, representatives from projects such as China-Ethiopia Renewable Energy Cooperation and China-Iraq Clean Energy Applications showcased, through videos and live presentations, the positive impact of technology implementation on local livelihoods and economies. The roundtable discussions, centered on themes such as "What Are the Low-carbon Technology Pathways Suitable for the Implementation and Application of the Belt and Road Countries" and "Discuss Emerging Technologies to Help the Belt and Road Countries Reach Carbon Peaking and Carbon Neutrality", brought together over 10 Chinese and foreign experts from institutions including King Abdullah University of Science & Technology in Saudi Arabia, the Academy of Sciences Malaysia, and Tsinghua University. They engaged in in-depth discussions on dimensions such as technological adaptability and policy coordination, providing diversified transformation ideas for Belt and Road countries.
Chen Qizhen, Deputy Director of the Administrative Center for China's Agenda 21, delivered concluding remarks. By fostering science and technology exchanges, this forum deepened innovation cooperation under the Belt and Road Initiative, injected scientific and technological impetus into building a community with a shared future for humanity, and added a distinct green and low-carbon signature to the Second Belt and Road Conference on Science and Technology Exchange.
