On August 15, 2023, coinciding with the inaugural National Ecology Day, Sichuan Academy of Environmental Policy and Planning, in collaboration the Research Center for Pollution and Carbon Reduction Evaluation of Tianfu Yongxing Laboratory, Sichuan Province Academy of Industrial Environmental Monitoring, and Sichuan Academy of Science and Technology for Development, jointly released the “Sichuan Province Pollution and Carbon Reduction Synergy Efficiency Follow-up Research Report (2023)” (hereinafter referred to as the “Report”). The Report marks the first provincial-level pollution and carbon reduction synergy follow-up research report to be publicly released on a thematic basis in China.
As outlined in this Report, the pattern of Sichuan Province’s industrial structure remains dominated by heavy industry and high energy consumption, with an energy utilization structure leaning heavily on fossil fuels, and transportation structure heavily favoring highway and petroleum. The improvement of environmental quality was increasingly confronted with the challenge of limited potential for terminal control and emission reduction. Collaborative promotion of pollution and carbon reduction has become an inevitable choice for the comprehensive green transformation of economic and social development and ecological civilization construction in the new development stage. The Report covered five aspects: connotation and path, policies and actions, excellent practice cases, problems and challenges, and deepening countermeasures and suggestions. This comprehensive approach provided a holistic view of the province’s policies and actions for pollution and carbon reduction synergy efficiency.
At present, the province’s major planning policies for pollution and carbon reduction synergy are accelerating integration, with ongoing efforts to deepen structural emission reductions, and steadily improve resource utilization efficiency. Moreover, the terminal collaborative scenarios become more diverse, the synergistic governance mechanism speeds up construction, and the professional support ability rises stably. At the same time, there are also issues and challenges such as weak conceptual awareness and scientific cognition, insufficient scientific, technological, and professional support, incomplete planning and policy support systems, lagging exploration of full life cycle emission reduction, and restricted economic, social, and technological cost. To address these challenges, it is suggested to take further policy measures from deepening basic research, strengthening policy support, expanding pilot demonstrations, optimizing investment and financing, and perfecting institutional mechanisms to promote the development of pollution and carbon reduction synergy in a far-reaching, deep, and practical manner.
Additionally, the Report selected the first batch of exemplary cases demonstrating pollution and carbon reduction synergy efficiency in Sichuan Province, in terms of structural emission reduction, carbon reduction in environmental governance, and public participation. For example, Sichuan optimized the steel industry structure to develop electric furnace steel; the “Three Networks” in Chengdu empowered green travel in megacity; Jiange County, Guangyuan City, developed green and intelligent flue-cured tobacco through “replacing coal with electricity”; Yibin City demonstrated the construction of a heavy-duty truck battery-swap network system; Chengdu Chang’an refuse landfill recycled methane; the “Fifth Facade” of Suining sewage treatment plant generated green electricity; Yibin Wuliangye recycled sewage treatment for biogas power generation; Chengdu Ninth Regenerated Water Plant’s water source heat pump reduced carbon footprint; Chengdu 2021 FISU World University Games held a green and low-carbon competition throughout the entire process; and the carbon inclusive mechanism of “Tanhui Tianfu” encouraged pollution and carbon reduction.
Pollution and carbon reduction synergy is a long-term systematic project. Moving forward, the Research Center for Pollution and Carbon Reduction Evaluation of Tianfu Yongxing Laboratory will join hands with relevant units to concentrate on the major needs, theoretical methods, policy standards, and key mechanisms of pollution and carbon reduction synergy. The aim is to make scientific and technological breakthroughs, and organize academic exchanges on pollution and carbon reduction synergy, so as to make greater contributions to supporting the high-quality construction of a beautiful Sichuan through a high-level carbon and pollution reduction synergy.
