The 2023 Tianfu Forum on Pollution and Carbon Reduction Synergy Control Is Successfully Held in Chengdu

On July 29, the 2023 Tianfu Forum on Pollution and Carbon Reduction Synergy Control achieved successful fruition in Chengdu. This forum was guided by the Sichuan Tianfu New Area Administrative Committee and Sichuan Tianfu New Area Ecological Environment and Urban Management Bureau, hosted by the Tianfu Yongxing Laboratory, and co-organized by units including Peking University, Sichuan Academy of Environmental Policy and Planning, Chengdu Academy of Environmental Sciences, Chengdu Environment Investment Group, and CSCEC Southwest Consulting Company Limited. More than 100 experts, scholars, and enterprise representatives from enterprises and institutions such as the Chinese Academy of Sciences, the Chinese Research Academy of Environmental Sciences, Peking University, and Zhejiang University attended the meeting.

This forum comprised three segments: an opening ceremony, a keynote report, and a special report. Zhang Yuanhang, an academician of the Chinese Academy of Engineering and Director of Tianfu Yongxing Laboratory, along with relevant responsible persons of Sichuan Tianfu New Area Ecological Environment and Urban Management Bureau, attended this forum and delivered speeches. The opening ceremony of the forum was conducted under the guidance of Luo Bin, President of Sichuan Academy of Environmental Policy and Planning and Director of the Research Center for Pollution and Carbon Reduction Evaluation of Tianfu Yongxing Laboratory.


In his speech, Academician Zhang Yuanhang pointed out that at present, in the critical period of economic development transformation and the pivotal stage of environmental quality optimization, how to seize the unprecedented historical opportunity of the new round of scientific and technological revolution and industrial transformation. He underscored the need to achieve fundamental improvements in air quality, carbon peaking, and carbon neutrality crucially lie in promoting the deep integration of pollution and carbon reduction under the concept of ecological civilization. Tianfu Yongxing Laboratory organized the 2023 Tianfu Forum on Pollution and Carbon Reduction Synergy Control with the aim of deeply implementing Xi Jinping thought on eco-civilization, actively responding to the strategic deployment of “carbon peaking and carbon neutrality”, further exploring the paths and solutions for realizing pollution and carbon reduction synergy efficiency. Furthermore, it aimed to facilitate the comprehensive green transformation of economic and social development.


The keynote report of the forum was chaired by Chen Yunfa, Vice President of the Innovation Academy for Green Manufacture, Chinese Academy of Sciences, and a researcher of the Institute of Process Engineering, Chinese Academy of Sciences. Liu Jianguo, President of Hefei Institutes of Physical Science, Chinese Academy of Sciences; Zhang Haibin, Vice Dean of the School of International Studies and Vice President of Institute of Carbon Neutrality, Peking University; and Yang Lei, Vice Dean of the Institute of Energy and Vice President of the Institute of Carbon Neutrality, Peking University, gave their respective reports. 


Under the title of “Remote Sensing Monitoring Technology and Application of Carbon Source and Carbon Sink”, President Liu Jianguo introduced the application of atmospheric trace component spectroscopy monitoring and carbon source and carbon sink monitoring technology in atmospheric background greenhouse gas monitoring, industrial greenhouse gas emission source monitoring, and ecosystem greenhouse gas flux monitoring.


In “New Situation of Global Climate Governance and New Focus of Major Countries’ Competition under the Carbon Neutrality Goal”, Vice President Zhang Haibin, made a systematic exposition of the new impacts and trends of the global carbon neutrality wave. He also elaborated on the focus of major countries’ competition under the carbon neutrality goal, as well as China’s role in global climate governance, providing ideas and references for the direction of climate governance.


Vice President Yang Lei depicted the high-quality development blueprint for the new energy system through “Energy Transformation and Distributed Development”, thoroughly introducing the current situation and outlook of the distributed development of energy as well as the policy challenges and choices brought by the new energy system. He emphasized that “The first thing needed for the energy revolution is an ideological revolution”.


The special report was co-chaired by Hu Min, a professor of the College of Environmental Sciences and Engineering of Peking University, and Chen Liangfu, a leading scientist of the Research Department of Pollution and Carbon Reduction of Tianfu Yongxing Laboratory, and a researcher of the Aerospace Information Research Institute, Chinese Academy of Sciences.


Other nine guests including Tao Jinhua, an associate researcher of the Aerospace Information Research Institute, Chinese Academy of Sciences; Cai Guotian, Director of the Research Center for Energy Strategy and Low Carbon Development of Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences; Xie Tao, Deputy General Manager of Beijing SDL Technology Co., Ltd.; Zheng Chenghang, Vice President of the Institute of Carbon Neutrality of Zhejiang University; Li Shuangde, a researcher of the Institute of Process Engineering, Chinese Academy of Sciences; Bai Peng, Director of Chengdu Environmental Group Technology Center (Chief Engineer Office); Li Yanping, Director of Pollution and Carbon Reduction Synergy Innovation Center, Chinese Research Academy of Environmental Sciences; Pu Ling, Vice President of Sichuan Province Academy of Industrial Environmental Monitoring; and Zhang Guohao, Executive Chief Engineer of CSCEC Southwest Consulting Company Limited, provided a systematic, in-depth, and profound sharing on key technology research, typical application demonstrations, and industrial practices in the field of pollution and carbon reduction synergy. Their reports were conducive to a better understanding of the implementation path, policy requirements, governance tools, and application scenarios of pollution and carbon reduction.


This forum brought together experts and scholars in the field of ecological environmental protection and climate change response, centering on the pollution and carbon reduction synergy efficiency. Through in-depth exchanges and discussions, the forum aimed to foster new thinking, exploration, and perspectives to accelerate the promotion and application of pollution and carbon reduction synergy technologies.


During this forum, Director Luo Bin and representatives of the co-built units of the research department attended the launching ceremony of the Research Department of Pollution and Carbon Reduction Synergy. This department serves as one of the six major research departments of Tianfu Yongxing Laboratory, dedicated to advancing the construction of a beautiful China, enhancing concerted efforts to cut carbon emissions, reduce pollution, expand green development, and pursue economic growth. By providing high-quality production and living conditions, the department aims to contribute to Tianfu’s endeavors to ensure ecological, environmental, and climatic sustainability, and aid in the early achievement of the “carbon peaking and carbon neutrality” goals.


Liu Wanhua, Deputy Director of Tianfu Yongxing Laboratory, and Yang Ding, Deputy Director-General of Sichuan Tianfu New Area Ecological Environment and Urban Management Bureau, were invited to attend the meeting.
