When the old year ends and a new year comes, it is time to farewell and also a jumping-off point for moving forward. Looking back to 2022, we gained abundant achievements and depicted the progressive process. Looking into 2023, we will take up responsibilities and write a splendid chapter of hard work.
1. Compiled the Tianfu Yongxing Laboratory Strategic Development Plan (2022-2030)
In order to promote the high-quality development of Tianfu Yongxing Laboratory (hereinafter referred to as “the Laboratory”), the Laboratory complied the Tianfu Yongxing Laboratory Strategic Development Plan (2022-2030) (hereinafter referred to as “the Plan”. The Plan contains eight aspects including background and objectives, management systems, team building, scientific and technological innovation, technology supporting platforms, achievement transformation, open-up, and supporting guarantees.
2. Convened the first meeting of the first council
The Laboratory successfully held the first meeting of the first Council on June 20. The list of the first council members of the Laboratory was announced on this conference, among which significant candidates including the Director, Co-Executive Director, Deputy Director, and Director of the Academic Committee of the Laboratory were reviewed, and the list of the Academic Committee, the strategic development planning, and the annual work plan of the Laboratory were examined and approved, which marked the Laboratory entered a new phase of practical operation and comprehensive construction.
3. Set up a consultation team with high-level experts
The Laboratory engaged over 60 academicians in carbon neutrality field nationwide to establish the Academic Committee and the Expert Committee, forging an all-round and advanced two-level consultation system. The Academic Committee consists of 16 academicians and 5 experts, providing decision-making and consultation on grand events such as the development planning and research directions of the Laboratory. The Experts Committee is composed of 25 academicians and 29 experts, offering consultation and suggestions on scientific research planning, team introduction and talent introduction and cultivation of each research center of the Laboratory.
4. Established a scientific and efficient management system
The Laboratory gives full play to the innovativeness of new type of R&D institutions and builds an efficient management system. In 2022, six Research Departments of Clean and Low-carbon Energy, Resource Carbon Neutrality, Carbon Capture and Utilization, Carbon Sink and Geological Carbon Sequestration, Pollution and Carbon Reduction Synergy, and Integrated Coupling under Carbon Neutrality of the Laboratory were set up, as well as 4 Operation Guarantee Departments of Scientific and Technological Innovation Department, Human Resources Department, Finance and Assets Department, and General Management Department.
5. Fully facilitated the construction of institutional system
Adhering to putting the institution first, the Laboratory strives to establish a long-term mechanism and build a solid foundation for high-quality development. In 2022, 23 momentous institutions including research center management, management of scientific research projects, organized management scientific research, management of scientific research funds, procurement management, and post setting and management of the Laboratory have been reviewed and approved.
6. Vigorously recruited and introduced high-level talents
The Laboratory positively participated in various activities of talent recruitment and introduction such as “Chengdu Talents’ Day’ -Competition for Key Projects”, “Sichuan Overseas High-Tech and High Talents Conference-Global Young Scholars Forum”, and “Chengdu Talent-City Live Streaming Room”, and published employment positions through media, universities, recruitment websites and other channels to attract high-level talents from different fields globally. More than 30 full-time staff were employed, including a talent selected in the China Torch Program, a talent and 22 doctors from Sichuan Qingcheng Program.
7. Focused on boosting scientific and technological innovation
Centered on the major strategy of carbon neutrality and combined with Sichuan’s significant demands on green and low carbon, the Laboratory actively organized scientific research teams to declare projects. At present, 5 national and provincial project guidelines were submitted and 3 enterprise projects on Sichuan’s green and low carbon were undertaken by the Laboratory. Besides, the Laboratory accelerated to the establishment of research centers and has completed the demonstration work of 5 research departments and 9 research centers.
8. Built the public technology platforms
Aiming at common key technologies of carbon neutrality, the Laboratory forged technology supporting platforms with high-level, and the declared project “Carbon Brain Intelligent Management Platform” was approved by the General Program of 2022 Provincial Central Guiding Local Science and Technology Development Fund-Construction of Science and Technology Innovation Base. The kickoff seminar for this project was successfully held on December 30, 2022.
9. Proactively carried out diversified cooperation channels
The Laboratory positively conducted foreign cooperation and exchanges, taking an active part in the 20th Western China Overseas Hi-Tech and High Talents Conference and “2022 Chengdu-Chongqing Dual Carbon Forum” as the co-organizer. In addition, an intensive communication was performed between the Laboratory and Department of Transportation of Sichuan Province, Pengcheng Laboratory, State Grid Sichuan Electric Power Company, and Sichuan Research Institute for New Power Systems.
10. Made efforts to ensure all factors
To guarantee all the work implemented steadily, the Laboratory endeavored to ensure all factors. According to opinions and suggestions of multiple participating units, the decoration of transitional office carrier with an area of 5,400 m2 located in Tianfu Haichuang Park was been completed, which was put into use in November. Meanwhile, the park’s planning and design was promoted. Currently, the prototype of the conceptual scheme has been formed and the first phase of this project is expected to start in 2023.
What’s past is prologue and every future is promising. With the coming of the new year, the Laboratory keeps up with the times, shoulders its missions, and strives for constructing the Chengdu-Chongqing Economic Circle and realizing “3060” carbon peaking and carbon neutrality goals with enterprising spirit and determination of concerted efforts.
