Introduction
Pollution Reduction and Carbon Reduction Synergies

The Research Center for Pollution and Carbon Reduction Evaluation operates within the overarching framework involving the three strategic tasks of the sustainable and fundamental improvement of the ecological environment, carbon peaking and carbon neutrality, as well as economic and social development and comprehensive green transformation. In cooperation with organizations including Peking University, Chinese Research Academy of Environmental Sciences, Aerospace Information Research Institute of Chinese Academy of Sciences, Institute of Process Engineering of Chinese Academy of Sciences, Chinese Academy of Meteorological Sciences, Sichuan Academy of Environmental Policy and Planning, and Chengdu Academy of Environmental Sciences, the center is led by academicians and experts such as Zhang Yuanhang and Li Haisheng, and has attracted dozens of authoritative experts and backbone personnel from related disciplines to carry out original scientific research and integration including collaborative policies, technologies, monitoring, and model systems for pollution and carbon reduction. With joint efforts, the center aims to promote the synergistic development of energy-resources-economy-society-ecology-environment-climate-health and assisting in achieving synergetic control of pollution and carbon reduction and comprehensive green transformation of economic and social development.

Based on the regional characteristics of Sichuan Province, the center conducts in-depth policy research and simulation of pollution and carbon reduction and explores the pathway of synergistic control. Through multi-dimensional simulation and analysis of economy, society, environment, climate, ecology, and health, the center proposes and improves multi-level and multi-dimensional supporting policies for pollution and carbon reduction. Additionally, the center establishes an evaluation platform for pollution and carbon reduction to guide and quantify the effectiveness of pollution and carbon reduction, and promotes the continuous improvement of air quality and the realization of carbon peaking and carbon neutrality. Such endeavors hold significant importance in guiding Sichuan’s comprehensive green economic and social transformation, providing scientific decision-making support for the realization of the “carbon peaking and carbon neutrality” goals.

My Research Team

The Research Center for Pollution and Carbon Reduction Evaluation is mainly composed of the director of the center, and policy research and strategic planning, model simulation and platform construction, and achievement application teams. Luo Bin, President of Sichuan Academy of Environmental Policy and Planning, is proposed to be concurrently appointed as the director of the center, and he will be in charge of the daily management work. The initial talent team of the center consists of 24 members, including 9 dual and 15 part-time employees, including 2 foreign academicians, 1 chief scientist, 2 young scientists, 2 industry experts, and 17 stable scientific research backbone team members. By 2025, the talent pool of the research center is expected to reach around 40-60 people, with a full-time personnel ratio of over 50%, basically forming a high-level talent team with close collaboration between participating units and the center. By 2030, the talent pool of the center is projected to expand to about 90-120 individuals, with the ratio of full-time staff reaching more than 70%. This growth aims to basically establish a domestic first-class talent team proficient in scientific research, policy research, and market mechanism in the field of pollution and carbon reduction.
